They submit a fully filled out Tourney request form. The form may be found here: Tourney Application Form
They are able to provide a certified Head Marshal.

A tournament needs to have at least 4 combattants who are members of the IACL in good standing in order for it to be ranked.
A tournament needs to host at least 3 tournament styles in order for it to be a sanctioned event. Combattants do not have to participate in every one of them.
Unless a specific tourney style specifically says otherwise:
A tournament that has 6 or less combattants will be fought round robin style where each person will have bouts with every other person.
Tournaments with 7 or more people will be run as double elimination tournaments.
It is the responsibility of the hosts to make sure that all combattants are members of the IACL in good standing, even if they purchase a membership at the tourney.
It is the responsibility of the Head Marshal to send the tourney results to IACL headquarters no more than 30 days after the end of the tournament.
If a tournament is to be advertised as Local - meaning probably just members of the local group will attend, then the tournament needs have it's application accepted and to be announced through IACL venues at least 2 months in advance.
If a tournament is to be advertised as National - meaning members of that country other than just that of the local group will hopfully attend, then the tournament needs have it's application accepted and to be announced through IACL venues at least 4 months in advance.

Also the host group must do what it can to accomidate long distance travelers, even if it just lists local hotels and airports.
